民國八十二年一月中旬，第一屆立法院的最後一次會期中，在立法院組織法中通過了立法院得向行政院際其所屬部會調閱其所發布之命令及各種有關文件。此一屬部分的國會調查權引起不小的波瀾，民主文教基金會乃特別對國會調查權發表了政策白皮書。
時至民國一一三年，關於國會調查權的建立又受到重視。儘管現今立法院已擁有的文件調閱權，並經司法院大法官解釋肯認其合憲性，但完整的國會調查權卻不僅於此。諸如以藐視國會罪作為落實國會調查權的工具，現今又受到廣泛的討論。
本基金會三十年前在政策白皮書中所述之理論與其他國家實施的經驗，於現今討論國會調查權時，仍具有高度的參考價值。
