本書是財團法人民主文教基金會於民國八十二年時，以民間智庫的角色對制定陽光法案提出的政策建議。

財團法人民主文教基金會是由關中先生結合學者專家、民意代表、企業領袖及各界熱心人士等，於民國79年11月12日所創立。基金會的業務屬文教性質的民間學術研究機構，成立目標為提出具體執行方案來關心公共事務與國家前途，並以推廣國家民主與統一之教育及促進公共政策之學術研究為宗旨。
