1943年3月，哈爾科夫戰役結束後，曼斯坦認為現在蘇軍的防禦還很薄弱，提案要求夾擊庫斯克突出部。
但是中央集團軍群司令莫德爾反對這項計畫，他認為「在冬季戰役期間，中央集團軍群已經非常疲憊，需要休息」，因此將計畫延後，等泥濘期過了再說。
而希特勒，對這場夾擊作戰則是非常感興趣，為了等待開發中的新武器能夠投入實戰，指示將作戰計畫延後為夏季攻勢，命名為「衛城作戰」。
但是，蘇軍作戰指揮部察覺了德軍發動夏季攻勢的意圖，於是強化縱深陣地，集結預備兵力嚴陣以待。
於是德軍失去了奇襲的優勢……
