臺灣自古多瘴癘、疫病古籍上多所記載，長久以來臺灣人民不僅飽受其害，即使侵台日兵，疫歿筆戰死的人數更多，故日人領台後即首重衛生防疫工作。回顧歷史，臺灣衛生環境改善契機始於日治時期，臺灣文獻館以館藏《臺灣總督公文類纂》為基礎，規劃「日治時期臺灣衛生史料特展」並出版專輯，即以日治時期臺灣衛生醫療防疫措施為題，希冀社會大眾從瞭解日治臺灣衛生醫療演進脈絡進而珍惜現代珍惜今日的衛生成果。
