英国治安法官制度是由不具备职业法官资格的普通民众利用业余时间在治安法院大致独立进行案件审判的制度，它与英国陪审制度差不多同时产生却鲜为人所熟知。本书从英国治安法官制度历史、价值与制度安排等方面进行了较为深入细致地系统研究。首先，在厘清英国治安法官制度历史脉络基础上，分析其制度价值特性与正当性依据；然后，探究英国治安法官制度的技术设计及其改革与未来前景，展示英国治安法官制度运作图景和存在的问题；最后，在前述研究基础上，对英国治安法官制度与英国陪审制度、英国治安法官与英国职业法官进行比较分析，挖掘司法一体化视野下，非职业治安法官司法模式选择与推进的路径，为完善我国法官制度建设，充分利用非国家司法资源，构建我国治安法官制度提供可资思考的启迪。
