本书着重考察的是，受甲午战败的强烈刺激，1895～1899年清朝统治阶层也开展了如何自救的热烈讨论，并在编练新军、修筑铁路、开掘矿藏、创办银行、推广邮政、改革教育等方面采取了一系列实质行动，即所谓“实政改革”。实政改革上承洋务运动“富国强兵”的内核，但在改革的规格、层次和深度、广度上有显著提升；其间发生的“百日维新”，是胶州湾事件后民族危机加深所引发的一次激进改革，出现了突破制度层的内在需求；同时这场实政改革又下启清末新政，为其提供了必要的思想铺垫和物质基础。
