在當前全球經濟劇烈變動之際，臺灣社會福利正站在歷史性的轉折點。國際貿易衝突升溫、關稅戰、貨幣戰交錯發生，帶來不可預測的後果；新興供應鏈重組、地緣政治角力，也迫使我們重新思考出口導向的臺灣經濟與福利模式是否仍然可行。臺幣升值、資本回流、與全球通膨交錯，對國內勞動市場帶來連鎖效應；產業重組、裁員風潮、與結構性失業的壓力正逐步浮現。再加上人口高齡化與家庭結構轉變，我們見到原已脆弱的貧困家庭在多重風險下，生活愈發艱難。

在此脈絡下，本期「脫貧與財務社會工作」專號，匯集了來自學界、實務界與政策現場的研究與觀察，從多元視角出發，思索當前貧窮現象的變化、我國社會安全體系的承擔能力，以及社會工作專業，特別是財務社會工作，如何深化實踐和轉型。這些提問與回應，雖然未必形成共識，但已構成我們重新審視、開啟關於貧窮與救助制度重要對話的契機，並為未來政策設計與實務發展提供具參考價值的基礎。
