"本書作者在第一線同一個崗位跑新聞，跑了二十多年，實非常態。歷經六位省主席，坐聽省議員論政何止千言萬語之N倍。人來人往，生生息息，借用同儕王健壯引用陳寅恪詩句「看花猶是去年人」的書名，正是二十多年在省議會和省政府看走馬燈之寫照。但花園再如何錦簇，總有園廢花枯，去年人不再的時空，俱往矣！
這本書記載了台灣省議會和省政府在二戰終結後的成立和運作，直至1998年精省為止，約略五十多年的政治史、社會史、經濟史……的小切面。雖多是吉光片羽，也非全面觀照，卻有許許多多的報紙漏網遺珠，如不儘量予以填缺補漏。日後勢必堙沒不彰。作者謂不揣鄙陋，勉力回憶過去二十多年來的點滴，匯成回憶之流，離「圓滿」十萬八千里，盡個人愚悃之力而已，至於大方如何評價，敬謹接受。 "
